The Digital Twin

We map the organisation as it actually exists — not as its organisational chart claims. Civil registries, cadastre, tax records, health systems, payroll, finance: each typically sits in its own silo, in its own format, speaking to nothing else.

We ingest, clean and interconnect these silos into a single structural model. This is the slowest, least visible phase — and the one every later capability depends on.

A structural replica is static until it is animated. We connect the twin to live and historical data to reveal how the institution actually functions: how money moves, where decisions stall, how one entity’s action ripples into another’s.

This is where blind spots become visible — a subsidy that never reaches its target, a bottleneck three departments away from where it is felt, a dependency no one had mapped.

With the anatomy mapped and the physiology understood, reform stops being a bet. We simulate policies, reorganisations and reforms inside the twin before they touch the real institution.

Sovereign machine learning and locally deployed language models guide the transformation and, once it is underway, help govern it — flagging drift, surfacing anomalies, supporting the teams executing the change.
